Bidir pins

Hi,

Im trying to build a memory controller but it seems either my memory is not responding to the commands, or the bidir pin cant be used this way..:confused:

So.. My question would be can I use bidir pins like this, or should I take other steps to get the data? The web turns out sparse on this..
