Assignment Settings not working

Please help about how I can fix this issue as I need to submit a project for a competition by 18th. Thank you

    It's not clear what you are asking about, but in the first screenshot, you don't have a project open (File menu -> Open Project), so of course you can't set any assignments. Not sure what you are trying to show in the second screenshot.
