Yes, BTS programs designs into the device so there must be a connection.

Yes, I saw the connection when I found the board schematic. If there's clarification in the user's guide, I havent found it.

But with all due thanks, that still doesn't tell me why the BTS hangs on start with that "connecting to console server" message.

    I meant the JTAG connection. You need to connect via USB (USB Blaster hardware is included on all current dev kits) and have Quartus installed on the machine you are using to connect to the kit. I don't know if you can get away with just a Quartus Programmer installation or if you need to have full Quartus installed. I rarely if ever use the BTS since I always just do everything through Quartus.
