aoc error:can't change into dir

hardware: Intel(R) Core(TM) i5 CPU 760 @2.80GHz

software:windows 7 x64, Quartus II 13.1,AOCL 13.1.

Because the computer don't have enough space ,i don't install vs2012. I just want to compile OpenCL kernel. When i use the command "aoc blank.cl" it report "can't change into dir".I have follow the "Getting Started Guide" to set environment.
