ALTPLL will not get installed in Platform Builder

That is correct. The path to the file in Quartus Primer Standard / Lite 24.1 is C:\intelFPGA_lite\24.1std\ip\altera\sopc_builder_ip\altera_avalon_mega_common. The line to modify is around line 1050.
