ALTPLL qmegawiz help

I have two questions regarding ALTPLL:

1. If say I want an output freq Fout from a PLL with inputput frequency Fin, is there a way I could generate PLL megafunction using qmegawiz (command line) rather than using Megawizrd GUI?

2. Again what is the best way to decide what would be m,n and c counter values if I know output freq and input freq for the PLL?

I really looking at seeing if I can make decisions without using Megawizard interface!
