ALTPLL megafunction failure

I have used the ALTPLL function in the past successfully. I am running Quartus 2 11.1 sp1 on an HP quad core desktop running Win 7. I am using a DE2-70 board and have the University Program installed.

When I try to use the megafunction Wizard for anything but ALTPLL it works just fine. When I try to generate a PLL clock and select the ALTPLL megfunction under IO absolutely nothing happens on the screen. I do get a couple of files. a .qip file of 0 bytes and a .cnx file of 2.47 KB. I do not get an opportunity to fill out the boxes where I select the clock, frequency, etc.

I was wondering if anyone has run into that issue and has a suggestion.
