altera de2-115 board programming problem

Hi All

it's about 4 days i'm working on my laptop and installing quartus ii 12.04 web edition and cannot program the board. this is the stroy

until 5 days ago i was using quartus ii 11.1. i was able program the DE2-115 board, My OS is win 7 64-bits, i had installed quartus ii 11.1 then i had changed the drivers i found in quartus stand alone programmer and it was working fine.

after installing quartus ii 12.04 the problem came back and i cannot program the board.

the usb blaster driver installed correctly from stand alone programmer.

i reinstalled my win 7 64-bit.

i removed my kaspersky anti virus completely and turned off the firewall.

now when i want program the board there is a USB-Blaster [USB0] but when i press the start button it try for a while and will show the fail, during this the load led of the board is on.

the altera jtag service is running and i can stop, start or restart it.

i tried the de2-115 control panel but it has some errors

- quartus_pgm download fail

- download SOPC file (de2-115-control panel.sof) fail!

now i don't know what else should i do ?
