Adding Intel on org's Azure cloud settings--What are the implications?

Q1 > I would say the question is directed to the third party, which is Microsoft Azure. You may need to ask them directly. I found this link that might address your inquiry. Also, I haven't come across B2B since most users who want to use Quartus in the Azure cloud use the Pay-As-You-Go licensing model. Q2 will provide more information on this.

Q2 > As I mention, the Intel® FPGA software supports the Pay-As-You-Go licensing model in the Azure* cloud. This model charges a flat rate per each minute the machine is running. The rate depends on the machine characteristics. You may checkout this document on Quick Start Guide for Intel® FPGA Development Tools on the Microsoft* Azure* Platform. I am confused about how changing Azure's cloud settings will impact the license generation for the software. It seems that they are not interrelated.

Q3 > Yes, you should be able to download and transfer them to the network that doesn't require an internet connection. The license files can be downloaded onto portable media such as USB drives or transferred using other secure methods to the target network. Once the license files are on the isolated network, they can be used for license set up.
There is guidance on how to Set Up a License in a Network License Server. Perhaps this might helps.
