Honored ContributorOne way of doing it is to use ALTSYNCRAM megafunction to create your M9K block and specify an initialization file name in the wizard dialog box.
Another way is by using an attribute: http://quartushelp.altera.com/current/mergedprojects/hdl/vhdl/vhdl_file_dir_ram_init.htm
