WHAT DIGGRENCE BETWEEN NIOS II & ALTERA MONITOR PROGRAM

I'm new study in quartus II and someone tell me about use altera monitor program rather than NIOS II

and I don't know what diffrence between two program if any one have any info please tell me and very thank for all.
