I have a doubt regarding your questions, you want to have this is your connection now.

terminal<--Serial--->NIOS<----TCP---->PC(telnet) ACTUAL


And you want somehow this configuration?

PC<---TCP--->NIOS<---TCP--->PC (WISH)
