USB Blaster Setting

Yes, but Quartus II only offically supports the older version of these Linux distro,

RHEL 3.0 and 4.0

SUSE 9.0

The latest version of these distro use udev, and won't work without extra hacking.

I would suggest that you should use the offically supported ones or compatible. I think CentOS 4.4 is a good choice.
