The uKit is something like a supplement to all the Altera software that's available to today. At a minimum, you'll need the free offerings from Altera:

(1) quartus ii web edition v4.1 (http://altera.com/products/software/products/quartus2web/sof-quarwebmain.html)

(2) nios ii embedded processor 1.0 (time limited) (https://www.altera.com/support/software/download/nios2/dnl-nios2_v1.0.jsp)

If you want to build a full hardware design with a Nios II that isn't time limited, you'll need to contact Altera about that.
