There's no 'Nios II Board Support Package' item in the File->New menu

I am using Quartus 13.1.0.162 and NIOS II EDS 13.1.0.162 , but t seemed that the NIOS plugins doesn't work, because no menuitems about NIOS appear in te ECLIPSE GUI. But the NIOS II EDS command shell work well. In the knowledge base of ALTERA, it is said that it is a bug of EDS 9.0 , already fixed in 11.0. So I am not sure whether reinstall will fix my problem. Also except for reinstallation, is there a better way (such as setting envirenment varibles)?
