telnetd password

Hi, How can I sign in to telnet without a password? i followed this (http://www.alteraforums.com/forum/showthread.php?t=16575&highlight=telnetd+password)but i can't find etc/security. ...

Try this settings:

login: root

As password type nothing only put Enter-Key
