Size of .pof File

Hi,

I purchased EPCS1 device for downloading the image to FPGA on power-up. When i generate .pof file by Quartus II, the file size is equal or high than 2 Mbyte no matter how simple the design is. And i know size of EPCS1 is 1 Mbit. In this situation, if we assume that everything i do is correct, so EPCS1 is useless in Active Serial Configuration. I think i did something wrong. So, is there any compression option or this situation is normal ?
