rs232 UART on UP3 dev board

Hi.

I have the UP3 (1C12) dev board from SLS Corp. I want to connect my FPGA to another device (right now my pc) through RS232. But I cannot get a single character to be sent or recieved. I have tried almost every trick in the book without luck.

What I am looking for is a simple reference design that has been tested. That would be greatly appreciated. (Or any other ideas of what to try...)
