The standard design that comes with the NEEK contains a basic Nios II system that you can use as a starting point for your design (found in the examples directory, or from the NEEK development kit web page).

You will have to develop or purchase IP cores for the peripherals not included in the standard design. The RS232 is part of the Altera available IP cores (UART Controller). I recommend looking for Video Controller IP core as part of design examples available for the NEEK on the Nios II Wiki.

Altera provides a Video IP Suite for purchase and several commercial IP vendors such as SLS corp provide provide IP cores that may help you.
