The Linux version uses MainWin for Win32 API compatibility (somewhat comparable to winelib), and (AFAIK) Altera has to pay royalties for using MainWin per installed copy. So it cannot give away a Linux version for free.

You could try if it accepts the license. But I think you need additional licenses. Not sure if you can download all binaries from here, maybe worth a try:

Don't take for granted that Quartus would run on Debian. I think at least MainWin depends on some shared libs in versions that come only with Red Hat Enterprise Linux. But it might work in a chroot with the proper libraries taken from such supported distribution (or a clone, Scientific Linux etc.)
