Quartus 61 jtagconfig pb

I have a similar problem where jtagconfig gives an exception, but will continue.

Then when downloading the image nios2-dbg-server will lockup after the download, even from command line. terminating the process allows me to continue and i can eventually debug the code on the cyclone ii dev board.

with the same software / hardware on my desktop machine everything works fine.

I've tried disabling all software / firewalls /virus scan etc on the laptop with no success.
