Quartus 61 jtagconfig pb

This is the least comprehensive workaround I ever heard of, but it works (tested).

In the case that somebody does not get it, let me repeat how to do it:

- open SOPC for your project

- open the board description

- edit the name of the board description and add the word "(Short)" to it

- rebuild, recompile

- test the flash programmer

I hope somebody finds some better workaround soon.
