There's no /proc/sys/ directory in my build, yet I do have /proc enabled and mounted (and I can see plenty of other stuff, e.g. /proc/interrupts is correct). Is there something special needed to ...

Nevermind, I'm just a moron -- you have to enable it in the General Config section of the kernel ("Sysctl support").
