Honored ContributorYou don't always need the tri-state bus.
The tri-state bus is needed mostly when you want to share pins with cfi flash or sdram. eg, smc91111. It is easier to build the component without avalon tri-state bus, and make your io port data bus tri-state with logic. eg, lcd or many others on DE2 board.
