problem in Create Rootfs

In Nios2IDE, I create a rootfs by "new"-->"rootfs";

Then choose "*.ptf", and "next";

Now , I am confused by the message appeared in the bottom of windows:

"Total amount of memory availabe: 10240K"

But I use AM29lv128, which is 16MB.

How did it caculate it ?
