Check your SOPC_BUILDER_PATH environment variable. $SOPC_KIT_NIOS2 and/or <ip_root>/nios2_ip have to be in the path (explicitly), somewhere.

P.S.: Something has changed, along the way, as it used to be that both the $QUARTUS_ROOTDIR and $SOPC_KIT_NIOS2 were searched for components automatically... i.e.: without being in the SOPC_BUILDER_PATH environment variable.
