I should not answer as you again greatly abused the quoting, misusing the Forum software.
Anyway: What is it that you don't understand in the forum quote?
Developing on Windows is not possible. If you need to run Windows for some other purpose and you have only one PC, you can install VMWare to run Linux additionally. Dis does work, if you have at least 2 GByte RAM, but it's slower than a natively installed Linux. Building the tool chain and building the software for the NIOS completely is in the Linux environment, Windows is not seen at this point.
