nios2-download standalone

I have a nios2-system implemented for a cycloneII (de2-board from terasic) and stored this configuration in the epcs. Now several people are using these boards to write software for the nios. So they need to download their .elf-files using nios2-download to the onchip-memory, but they don't want to install the whole quartusII and nios2-environment.

So is there a standalone version for nios2-download, maybe in combination with the quartus-standalone-programmer?
