I now bought a Nios II Dev Kit Cyclone Edition from them (Digikey, ~750€), a license for Nios is included (unlimited) and also a lic for Quartus II (full ed, this for one year only). After one year, no more updates, but the Quartus II software itself should continue to run as is. I don't know if there will be restrictions to the functionality (as in the Web Ed.).
