modification of tcp/ip stack

hi, Is it possible to modify the tcp/ip stack at the network and data link layer level.. please reply to the post. thanks

Since I'm using the ubuntu 11.04 , I could not locate the source code of the tcp/ip stack on the linux kernel.

only kconfig and Makefiles are present in the net folder...

Please help me in solving this issue..
