Missing "Run configurations" in Nios II EDS 9.1

I ran into the similar problem in Windows 7, there is a "Nios II Software Build Tools for Eclipse", there is no "run as Nios II hardware" any more, and the user interface is different, there is no "_syslib" project any more, but a "_dsp" project.

where I can find the more fimiliar user interface with "_syslib" ?

is it the legacy "Nios II IDE 9.1"?
