Missing "Run configurations" in Nios II EDS 9.1

I had the same problem with Window 7 64bit. I was able to fix it by turning on Windows XP compatibility mode for the executable and giving it administrative privileges. I did both as the same time, so I am not sure which one helped.

Hopefully this works for others with the same issue.
