Launching failed

After I install a new Quartus II system with NiosII kits 1.1 and I try to build a hello_world project .

When I build the project , the NiosII IDE show me the error message :

Error in build:

(Exec error:Launching failed)

How to solve this problem ?

    I solve this problem

    NiosII IDE seems not to support the Windows 2003 server .
