Is it possible to use Cyclone V SX HPS GPIO pins as FPGA GPIO pins?

As title describes: Is it possible to use Cyclone V SX HPS GPIO pins as FPGA GPIO pins?

As example: I have some block of logic in VHDL. this logic communicates with some external integrated circuit. Can i use the ARM GPIO as GPIO for my FPGA?

If I instantiate a Hard Processor System I can set the pins as GPIO (the ones i dont use for peripherals like NAND, SPI etc.). I assume those pins are directly connected to the HPS and can not used by FPGA logic?
