How to program the elf file to Nios by MCU?

Hi, In our design, we use the mcu to programming the fpga, and fpga has no flash connected to it. So,Could I program the elf file to Nios by mcu? Thanks.

MCU has flash which store the configration data.

So after the fpga configed with the NIOSII core, Does it possible to upload the elf file to FPGA by the MCU?
