how to create a directory on the board?

Hi, I have a stratix 1s10 with a uclinux. I'd like to create a directory (mkdir new_directory) but I don't have the permission. I think it's a question of right, but ... I don&#3...

But the only file I can download is romfs.bin. When I build my file-system, I don't have jffs2. How can I create this file ?
