How to check whether the ethernet port up or not?

Hello, In uclinux,How to check whether the ethernet port up or not? I did "ifconfig eth0 192.168.5.3" and "ifconfig eth0 down". I wanna know in uclinux the port up itself by default? ...

I wanna get info. about whether ethernet port is up on de2 board.

I wanna to use uclinux app or some commands.
