How to change the user's permission of ftp?

Every time when I try to upload file to CF card(I had mounted CF card on /mnt/ide0), it will be:

ftp> put 1.txt

200 PORT command successful.

553 1.txt: Permission denied.

Someone cant tell me that how to change the ftp user's permission? Thanks!
