Help us.We cannot use the SPI device.

We use the IP-core and drivers provided by qurtusII ,then define the 3 pins in JP2 seperately as the CLK,SI and SO. But we find we cannot detect the clock by ossiloscope. And we connect the SI and SO, in order to determin wether we can receive digit using this device with some C-lagnuage code. But still we get nothing. Now I want to know wether I can use the IP-core and drivers,or there is something wrong in my test.
