gtf-launch error while building library

I'm getting an error using Build->Library that indicates gtf-lauch is not found which results in an Error 127 while trying to later open the output file. I've verified that gtf-lauch exists ...

One other thought.

Do you think this could be related to the fact that I started with Quartus V4.0 and NIOSII V1.0 and over time have upgraded to Quartus V4.1 then V4.2 and NIOSII V1.1? I've also installed and run uClinux as well for the Altera development kit.
