Writing an FTP server, for standalone LWIP would not be trivial. Have you considered using TFTP instead? You could probably write that code over a weekend. Take a look at Altera's literature page. There's a remote config. example written for LWIP/uC-OSII, but it shouldn't take too much to port that over to standalone LWIP.
