flash can't be read properly

My development board is altera Stratix GX development and there are three flahes: two EPC16 and one GP flash. I have added all three flahes to my nios system. compilation is also right. But I can't read these flashes's content(the content is all 0 or F),what's wrong with it ?Thank you very much for your reply!
