fixed-link with NicheStack

Hello,

The "short story":

Is it possible to use NicheStack without the stack trying to manage the phy, i.e. similar as in Linux "fixed linked" capability ?

The "long story":

On trying to use our nios with marvell switch in unmanaged mode, so that the phy should be "always on", but we don't yet get a ping.

If it is possible to force NicheStack to ignore phy, and always operate it might solve this issue.
