I have Ubuntu 18.04LTS (set to WSL 1, not WSL2), and I definitely have make.

The following solution helped me:
Created a new environment variable in Windows:
Name: WSLENV
Value: SOPC_KIT_NIOS2/p
After restarting Eclipse and Quartus it worked.
