I'm pretty sure that if autonegotiation is disabled some test pulses are still sent.

If you connect to a 10M hub, the 'link up' light will come on, whether a 10/100 hub selects 100M may depend on the phy and the actual selected mode.

You can probably probe the wire with a 'scope....
