Honored ContributorI am on the engineering side now so I'm not really sure how we handle license requests for the non-encrypted core (as is done for other IP as you indicate). My reccomendation would be to talk to your FAE/sales person about it.
BTW: The Nios II/f core does include branch prediction. I am not well studied on how this is actually implemented but I recall that there is a short discussion of it in the Nios II CPU documentation.
