Change in SoC EDS bare metal compiler name

Please be aware that the name of the SoC EDS bare metal compiler changed between the 13.1 release and the 14.0 release. Under 13.1, the name was ‘arm-none-eabi-‘ and under 14.0+, the name is ‘arm-altera-eabi-’.
