can't download programs into the ep1

i have finished the nios ii system which is included a systemid, i have submit the picture of this system here,i succeed to download into the board,but when i download the program into it ,it always tell me that [Target Connection]: Actual system ID not found on target at base address, hope someone reply me!!!
