Hi hippo !
yes . I don't have any file in romfs/bin .
I build kernel on Linux platform . I have 3 file : nios2gcc.tar.bz2 + uClinux-dist-20060803.tar.bz2 + uClinux-dist-200608003-nios2-02.diff.gz and i did step by step in uclinux-dist wiki page .
I think some file is wrong ? is it correct !!!

What Linux platform do you use?
It maybe romfs install problem.
Check if busybox built,
ls -l user/busybox/busybox
