PCIe IP Upstream switch capability

Can we use Altera Arria 10/Stratix 10 PCe hard ip to configure as PCIe upstream switch port?

I had read the spec and dont specify that.

Does anyone double confirm or guide/help me that is there is some way to use it as PCIe upstream switch port.
